The Human Rights Action Plan and Turkey’s Non-Muslim Minorities

On March 2021, Turkey’s President announced a new Human Rights Action Plan (HRAP), supported by the Council of Europe, to reform judiciary system and strengthen democratic participation. Although rights claims Kurds Alevis have been prominent, HRAP mentions neither name. Instead, it includes articles about improving religious minorities fighting discrimination hate, advance pluralism, revising Foundations Law regarding establishment election boards directors non-Muslim community associations, providing leave for holidays regardless faith. Given current distrust between groups Turkish state, this study analyzed political attitudes understand how they develop creative solutions protect their rights. To do so, we interviewed Armenian deputies in parliament prominent figures from Greek-Orthodox, Armenian, Jewish communities, also reviewed minority deputies’ parliamentary work depth 2015 2021. We found that was widely discussed both opposition deputies. However, did not strongly welcome any its provisions because government had previously ignored or delayed demands.
